A gunman opened fire shortly before 10:49 A.M. Thursday in Constant Hall at Old Dominion University in Norfolk, Virginia, injuring two people before he was killed by responding officers.

University police issued an active threat alert at 10:48 a.m., prompting students and staff to follow run-hide-fight protocols. Officers from Old Dominion University Police, Norfolk Police Department, and emergency personnel arrived within minutes, neutralizing the shooter by 10:50 a.m. and transporting the injured to a local hospital. An all-clear was issued around noon, though the area around Constant Hall remained restricted for the investigation.

Constant Hall houses the university's College of Business. The two victims are affiliated with the university, including members of the ROTC program, according to the U.S. Army Cadet Command. Their conditions were initially described as critical, though some reports indicated one victim later died; university updates consistently referred to two injured individuals.

ODU President Brian O. Hemphill addressed the campus community in a message, calling the incident a tragedy and praising the rapid response of law enforcement. "The safety of our campus community is my top priority," Hemphill wrote. "I extend my thoughts and prayers to those impacted by the incident, as well as the entire campus and the broader community."

Classes and operations at the main Norfolk campus were canceled for Thursday and Friday. A Family Information Center was established at Chartway Arena, and counseling services, including peer support and a hotline at (757) 683-4401, were made available at Broderick Dining Commons and online.

Virginia Attorney General Jay Jones commended the quick actions of ODU and Norfolk police, stating his office was supporting the investigation. The FBI also assisted local authorities, according to its director.

Student Zachary Mulder, who was nearby, described a fight-or-flight moment: "I grabbed everything I could and just ran. I’m just glad to be alive, honestly, and shaken up." Videos from the scene showed injured individuals being aided by responders.

No motive has been released, and details on the gunman remain limited. The investigation continues as the campus community processes the event.
