Abbott’s directive affects both private employers that work with state-funded programs and universities sponsoring foreign workers under H-1B visas. The governor argued that halting new petitions will allow the state to better address workforce shortages in key industries while ensuring that American employees are given first consideration.
Supporters say the policy strengthens local job opportunities, helps Texas businesses and universities focus on hiring and training domestic talent, and aligns with broader conservative priorities to put American workers first.
The suspension remains in effect until mid-2027 unless amended or lifted, making Texas one of the first states to take such aggressive action on H-1B visa applications at the state level.
