Germany and Ukraine finalized a 4 billion defense cooperation package on Tuesday, April 14, 2026, during bilateral talks in Berlin. Ukrainian Defense Minister Mykhailo Fedorov met with German Defense Minister Boris Pistorius to ink the deal, which prioritizes bolstering Ukraine's air defenses amid ongoing Russian attacks.
The package allocates funds for several hundred Patriot Guidance Enhanced Missile-Tactical (GEM-T) interceptors through a $3.7 billion contract with Raytheon, produced at a joint facility in Schrobenhausen, Germany. It also includes 36 IRIS-T air defense launchers from Diehl Defence and 300 million euros to expand Ukraine's long-range strike capabilities, including increased domestic production of weapons. Additionally, the agreement launches joint production of 5,000 AI-enhanced mid-range strike drones, such as Anubis and Seth-X models, under the "Build with Ukraine" initiative.
Fedorov announced the deal on social media, stating, "We agreed on a defense cooperation package worth a total of €4 billion to strengthen air defense, develop long-range capabilities, and jointly produce drones." He praised the partnership as "win-win" that benefits Ukraine's defense and European security overall, noting Germany's 11.5 billion commitment for Ukraine in 2026 represents nearly 35% of international military aid to Kyiv.
The signing occurred alongside higher-level meetings, including Ukrainian President Volodymyr Zelenskyy's discussions with German Chancellor Friedrich Merz. It forms part of a broader strategic partnership declaration upgrading bilateral ties, with commitments to security cooperation, economic recovery, and Ukraine's EU integration. Other agreements cover data sharing on battlefield systems like PzH 2000 howitzers and IRIS-T, as well as memoranda on reconstruction, critical minerals, and urban development.
Germany has emerged as Ukraine's largest European military donor, providing advanced systems like Patriot batteries and IRIS-T previously. The new package builds on this, addressing Ukraine's urgent needs for interceptors against Russian ballistic missiles and enhancing joint defense industry ventures. Zelenskyy highlighted 10 new cooperation agreements across key areas, emphasizing Ukraine's modern warfare expertise for European security.
This development underscores Berlin's sustained support as the conflict enters its fifth year, with regular consultations planned, including high-level defense talks and working groups on drones and counter-unmanned systems.
