President Donald Trump’s son-in-law Jared Kushner and special envoy Steve Witkoff are expected to travel to Norway this week for another round of negotiations aimed at ending the war in Ukraine, according to three people familiar with the plans.

Two of the people said Ukrainian President Volodymyr Zelenskyy is expected to attend the meetings. The schedule remains tentative and could change, the sources said. The White House had not immediately commented on the planned discussions.

The negotiations come amid rising tensions between the Trump administration and Kyiv over American support for Ukraine’s military. Zelenskyy has said in recent days that the speed of Ukraine’s Starshield satellite system was reduced following a U.S. policy decision and that Washington had limited intelligence sharing. American officials have denied both allegations.

Starshield, a satellite communications system produced by SpaceX, is used by Ukrainian forces for battlefield communications and drone operations. The U.S. Department of Defense holds the contract for the system and permits Ukraine to use it.

Ukrainian officials have claimed that restrictions on Starshield impaired their ability to intercept Russian strikes, resulting in civilian deaths. Reuters reported last week that an order to limit the system originated within the White House, although the Trump administration has emphatically denied ordering any reduction in service.

SpaceX CEO Elon Musk addressed the dispute in a post on X last week, saying that because Starshield systems are owned and controlled by the U.S. government, decisions to restrict their speed or usage are made by the military or the president.

The planned Norway meetings would provide another opportunity for U.S. and Ukrainian officials to discuss a possible path toward ending the war, even as disagreements over military support and the terms of a potential settlement continue to complicate relations.
