Ukrainian President Volodymyr Zelenskyy reported advancements in negotiations with American partners during a joint news conference Tuesday in Oslo, Norway.
Zelenskyy met with U.S. special envoy Steve Witkoff and discussed intelligence sharing along with restoring access to SpaceX’s Starlink satellite internet service. He expressed hope that Starlink connectivity could resume within 48 hours and noted renewed U.S. intelligence sharing for early warnings against Russian attacks.
The Ukrainian leader also addressed efforts toward an energy ceasefire proposed by the United States. Ukraine supported the proposal, but Russia continued strikes on Ukrainian energy infrastructure, Zelenskyy said. He added that Ukraine offered options including refraining from targeting sensitive Russian energy sites if Russia halted its attacks, though Russian President Vladimir Putin rejected the idea. “But we’re working to find a solution,” Zelenskyy stated.
Finnish President Alexander Stubb described the talks as advancing “quite well” on a technical level, with key elements identified on security and economic issues. Discussions also covered air defense, energy installations, and partial ceasefires related to energy and food security, according to Stubb.
The meetings occurred as President Donald Trump maintained pressure on Kyiv. Witkoff was set to travel to Russia on Wednesday to continue the diplomatic effort.
Zelenskyy struck a softened tone compared to recent exchanges, emphasizing unity with European partners and the desire for Americans to convey Ukrainian ideas to Russian officials. He proposed moving toward a potential trilateral leaders’ meeting to address core issues.
These developments follow multiple rounds of talks between Ukrainian and Trump administration envoys that have yet to yield a comprehensive agreement to end the conflict, as Russia maintains its core demands.
