Sen. Ted Cruz, R-Texas, said Thursday that he would not support President Donald Trump’s proposed $5,000 payment to American adults as currently described, but said he could back a version structured as a tax refund for working taxpayers.

Cruz made the comments during an interview with Fox News host Jesse Watters at the Republican midterm convention in Dallas. Asked whether he would vote for a $5,000 check, Cruz said his answer “depends on how it’s structured.”

“I would like to see it structured as a tax refund,” Cruz said. “I would be all for structuring it as a tax refund.”

Trump unveiled the proposed “Trump Dividend” during the convention Wednesday, saying every adult citizen would receive $5,000 if Republicans retain control of both the House and Senate in the November midterm elections. Trump compared the payment to a cash distribution by a successful company and said it would have to be spent in the United States. He did not provide details about how the payments would be funded or administered.

Cruz said his preferred approach would tie the benefit to people who are working and paying taxes rather than providing a blanket payment to all adults.

“I think we should be incentivizing work,” Cruz said. “I don’t think we should be paying people that are not working, particularly those that are physically able to work, but choosing not to.”

Other Republicans have also raised questions about the proposal. Senate Majority Leader John Thune has declined to commit to a vote, while Sen. Susan Collins has questioned the cost of a payment that could reach more than $1 trillion depending on eligibility.

The proposal would require congressional action. House Speaker Mike Johnson said Sunday that Congress would need to work through the details before determining whether it could move forward.

Cruz’s comments leave open the possibility of supporting a modified version of Trump’s proposal while drawing a distinction between a broad direct payment and a tax refund tied to taxpayers’ work and income.
