House Democrats are preparing subpoenas, hearings and investigations aimed at the Trump administration even though the party does not currently control the House and voters have not yet decided whether Democrats will regain the majority in November.

Democratic lawmakers and committee aides have been discussing how they will use the House's investigative powers if they return to power, including probes into the Trump administration, his business interests, and any companies connected to his political orbit. Reuters reported that senior Democrats have discussed hearings, subpoenas and document requests targeting Trump-linked entities.

The preparations come with Republicans still holding the House majority. As the current session winds down, Democrats are effectively planning how they would use congressional investigative authority in a future Congress before securing that authority at the ballot box.

Democratic plans extend beyond Trump’s businesses. Lawmakers have discussed investigations into immigration enforcement, federal spending, health care policies, regulatory decisions and other actions taken by the administration. Democrats have also indicated they could use the House’s subpoena power and control over federal spending to pressure the administration.

Some Democrats have already discussed the possibility of impeachment proceedings, although party leaders have indicated that broad investigations would be the initial focus rather than immediately pursuing another impeachment of Trump, who has already been impeached twice. Reuters reported that Democrats are preparing investigations into Trump-linked companies and financial firms if they regain control of the House.

The planning has drawn criticism from Republicans, who argue that Democrats are getting ahead of the election by organizing an investigative agenda before voters have determined the next House majority. The preparations also reflect how much of the Democratic strategy for a potential majority would center on oversight of the Trump administration rather than simply advancing legislation beneficial to Americans.

House Democratic leaders have publicly promised to use any new majority to increase oversight of the administration. House Minority Leader Hakeem Jeffries has said Democrats would seek to “hold the crooks accountable” if they regain control of the chamber.
