The U.S. House of Representatives passed a sweeping sanctions bill targeting Russia on Wednesday, clearing the measure for President Donald Trump's signature.

The legislation, known as the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, passed 262-159. It aims to increase economic pressure on Moscow over its invasion of Ukraine by hitting the energy sector and related financing.

The bill authorizes the president to impose tariffs of up to 100 percent on the top five purchasers of Russian oil or natural gas, including potentially China and India. It also targets facilitators of Russia's shadow fleet of tankers used to evade sanctions. Additional provisions impose sanctions on Russian officials, oligarchs, financial institutions, and entities supporting Moscow's defense programs.

At Trump's request, the package extends sanctions on Iran's energy and weapons sectors for five years. The Senate passed the bill last month with an 86-11 vote.

House Speaker Mike Johnson highlighted the measure's importance in providing tools to address the conflict. Fifty-eight Democrats joined most Republicans in support, while 152 Democrats and seven Republicans voted against it. Opposition centered on the new tariff authority granted to the president.

The bill honors the late Sen. Lindsey Graham, who championed it before his death in July. It now heads to the White House, where Trump has indicated he will sign it into law.
