The INDIA bloc, India's main opposition alliance, will hold a symbolic public impeachment proceeding against Chief Election Commissioner Gyanesh Kumar on October 30 at 3:30 p.m. at Congress president Mallikarjun Kharge's official residence in New Delhi.
Former Lok Sabha Speaker Meira Kumar is scheduled to preside over the event. Kharge, the Leader of the Opposition in the Rajya Sabha, will move the motion, and Rahul Gandhi, the Leader of the Opposition in the Lok Sabha, will deliver the concluding address. One representative from each participating party is expected to speak, along with civil society members and individuals affected by the Special Intensive Revision of electoral rolls.
The bloc shifted the venue to Kharge's home in Rajaji Marg after permissions were denied for larger sites such as the Ashok Hotel and Ramlila Maidan. Congress general secretary Jairam Ramesh described the action as a response to alleged constitutional violations by Kumar, including claims that he misled the Supreme Court.
The proceeding is not a formal constitutional impeachment under Article 324, which requires parliamentary approval and a two-thirds majority in both houses. Opposition leaders have framed it as a public verdict against what they call "vote chori" linked to the electoral roll revision process.
The event follows earlier opposition notices for Kumar's removal that remain pending. It precedes a planned Dilli Chalo march to Ramlila Maidan on November 1, which organizers say will draw up to a million participants.
The BJP has launched a parallel campaign focused on preserving democratic institutions. No actual removal of the CEC has occurred in India's history, and formal proceedings would follow the process used for Supreme Court judges.
