Ukrainian President Volodymyr Zelensky announced Sunday that Ukraine, the United States and Russia are planning to hold trilateral talks in November aimed at reviving stalled peace negotiations, with discussions potentially setting the stage for a meeting between the countries’ leaders.
Zelenskyy said territorial disputes would need to be addressed directly by national leaders, while other matters could be handled by negotiating teams. He confirmed that the three countries had agreed to pursue talks at the negotiating-team level, with the goal of advancing diplomacy toward an end to the war.
The meeting is expected to take place in the United Arab Emirates, according to Kremlin spokesman Dmitry Peskov. However, the exact date and final agenda have not been publicly confirmed.
The diplomatic effort follows meetings in Norway and Russia involving U.S. presidential envoy Steve Witkoff. Witkoff met with Zelenskyy and European leaders in Oslo before traveling to St. Petersburg to meet Russian President Vladimir Putin. The discussions helped renew efforts to bring Ukraine and Russia back to direct negotiations, with Washington acting as mediator.
Zelenskyy has said Ukraine is prepared to discuss proposals for a ceasefire, an end to the war, a halt to attacks on energy infrastructure and humanitarian initiatives. Ukrainian officials have also emphasized the importance of moving from technical negotiations toward a leaders-level meeting, where major political and territorial questions could be addressed.
Previous rounds of negotiations produced limited progress beyond prisoner exchanges, as Moscow and Kyiv remained divided over core demands. Russia's invasion of Ukraine, which began in February 2022, continues as diplomatic efforts proceed.
The latest announcement comes amid continued Russian attacks on Ukrainian cities and infrastructure. Zelenskyy has accused Moscow of launching nearly 2,300 drones against Ukrainian targets, damaging power facilities, grain storage sites, homes and businesses across nine regions.
Whether the November talks produce a concrete breakthrough remains uncertain. The immediate objective is to resume negotiations, establish common ground on key issues and determine whether a meeting between the countries’ leaders can move the conflict closer to a negotiated settlement.
