Ukrainian President Volodymyr Zelenskyy said Thursday that President Donald Trump’s decision to allow Russia to sell diesel on international markets again was inappropriate, expressing concern that Russian natural gas exports could be next.
Zelenskyy made the remarks during a news conference on the sidelines of a European Union summit in Brussels. He argued that easing restrictions on Russian energy exports risked providing Moscow with additional revenue while its war against Ukraine continues.
The Ukrainian leader also said Russia was not currently interested in peace negotiations in any format, casting doubt on prospects for a diplomatic breakthrough. His comments come as the Trump administration pursues efforts to bring the conflict to an end and explores potential arrangements involving Russian assets frozen by Western governments.
Separately, a media report indicated that the United States had proposed transferring some frozen Russian assets into a fund or other financial vehicle overseen by Washington as part of an effort to revive peace talks.
Zelenskyy warned that Ukraine could not afford to risk an agreement that would allow the assets to be returned to Moscow. The frozen funds have become a major point of contention in discussions over Russia’s invasion, with Ukraine and its supporters considering how the money could be used to support Kyiv and address the costs of the war.
Any proposal involving the assets could raise questions about who would control the funds, how they would be used and whether Russia could eventually regain access to them. Zelenskyy’s remarks signaled opposition to an arrangement that might weaken Ukraine’s financial position or give Moscow a benefit without securing meaningful progress toward peace.
The dispute highlights the challenge facing the Trump administration as it attempts to balance negotiations with pressure on Russia. Easing restrictions on Russian energy sales could provide Moscow with additional export revenue, while disagreements over frozen assets could complicate efforts to reach a settlement acceptable to Ukraine.
Zelenskyy’s comments did not establish whether Washington had finalized any agreement concerning Russian diesel exports or the proposed handling of frozen assets. The reported proposals remain separate issues, and their terms and potential implications for future peace negotiations were not fully clear.
