The memorandum emphasizes an America First approach to space transportation. It seeks reliable, affordable access to space services that strengthen the domestic industrial base and promote competition.
White House officials highlighted the need to support explosive growth in the commercial sector. Director of the Office of Science and Technology Policy Michael Kratsios noted that the policy meets the current moment of growth and positions the United States to lead the next era of space activity.
The new framework also calls for incentives for public-private partnerships in infrastructure development and adequate spectrum allocation for launches. It builds on prior actions from the Trump administration aimed at reducing regulatory burdens on the commercial space industry.
SpaceX has dominated commercial launches in recent years, and the policy is expected to further enable private sector innovation and capacity. Additional directives encourage international market access for American companies while prioritizing national security interests.
