The FBI thwarted an alleged ISIS-inspired plot to bomb the New York State Capitol building in Albany, arresting a local woman on Wednesday.

Jessica Bowie, 35, of Albany, faces one count of attempting to provide material support to a designated foreign terrorist organization, according to a criminal complaint filed in U.S. District Court for the Northern District of New York. Federal officials announced the charges on Thursday.

Prosecutors allege Bowie communicated with a confidential FBI source posing as an ISIS facilitator between July 16 and August 17. During those exchanges, she expressed support for ISIS, discussed plans to attack the state Capitol, and requested assistance in learning to make explosives.

Authorities said Bowie had repeatedly surveilled the Capitol building in advance of the alleged plot. The complaint details her stated intent to target the structure and kill elected officials inside.

FBI Albany’s Joint Terrorism Task Force executed the arrest. Officials described the operation as a successful disruption of a potential domestic terrorism threat linked to the Islamic State.

Bowie appeared in federal court on Thursday. The case remains in its early stages, with prosecutors emphasizing the role of undercover sources in identifying and stopping the alleged scheme before any attack could occur.

This incident marks another instance of federal law enforcement intercepting plots tied to foreign terrorist organizations operating within the United States.
