Ukrainian President Volodymyr Zelenskyy on Sunday denounced the decision to ease restrictions on certain Russian oil shipments, arguing the move risks strengthening Moscow’s ability to sustain its ongoing war against Ukraine.
The criticism follows a decision by the administration of Donald Trump to issue a temporary sanctions waiver allowing the sale of Russian oil and petroleum products that were already loaded onto vessels as of Friday. The measure, which runs through mid-May, is aimed at stabilizing global energy markets amid rising prices tied to conflict in the Middle East.
In a statement posted to social media, Zelenskyy said that revenues generated from oil sales directly support Russian military operations. He pointed to what he described as more than 110 tankers currently at sea carrying roughly 12 million tonnes of crude oil, estimating the shipments could generate billions of dollars in revenue if sold under the relaxed restrictions.
Zelenskyy also cited a recent escalation in Russian attacks, saying that in the past week alone, Ukrainian cities and communities were targeted with thousands of drones, guided bombs, and missiles. Local officials reported at least one fatality and multiple injuries following an overnight strike in the northern city of Chernihiv.
The waiver marks a shift after earlier signals from Treasury Secretary Scott Bessent suggesting the relief would not be extended. Administration officials have framed the move as a temporary step to address surging fuel costs, a growing concern as the United States approaches key midterm elections.
Zelenskyy urged tighter enforcement of sanctions, calling for Russian oil shipments to be blocked from reaching global markets and for continued pressure on Moscow’s export revenues.
The issue underscores ongoing tensions between Kyiv and Washington, as Ukraine continues to rely on U.S. support while facing pressure to negotiate an end to the conflict that began with Russia’s invasion more than four years ago.
