U.S. Immigration and Customs Enforcement arrested a Nigerian national on Oct. 1 after he pleaded guilty to disorderly conduct stemming from a Sept. 27 incident in East Pennsboro Township, Pennsylvania, where police found him publicly exposing himself while he was working as a canvasser for Democratic congressional candidate Janelle Stelson.

The Department of Homeland Security identified the man as Chimaobim Adedayo Igbojekwe. According to DHS, Igbojekwe was arrested by local police on Sept. 27 on allegations involving indecent exposure and disorderly conduct. He ultimately pleaded guilty to the disorderly conduct charge before ICE took him into custody on Oct. 1.

Local reporting based on police and court records indicates that Igbojekwe was found in a residential neighborhood near a public park with his genitals exposed. He was reportedly inside a vehicle and told police he was in the area to distribute campaign flyers for Stelson. Campaign literature was found inside the vehicle.

The original case included an indecent exposure charge, but that charge was later withdrawn. Igbojekwe pleaded guilty to a remaining third-degree misdemeanor disorderly conduct charge.

DHS said Igbojekwe had originally been lawfully admitted to the United States in June 2017. His authorized period of stay expired in November 2019, after which he remained in the country illegally. The department said he was granted deferred action by the Biden administration in September 2021.

ICE Deputy Director Charles Wall criticized the circumstances surrounding the case and said the Trump administration would continue prioritizing the removal of illegal immigrants it considers a threat to public safety.

"It's unbelievable that Janelle Stelson would employ an illegal alien to work on a Congressional campaign," Wall said, also criticizing the conduct that led to the arrest.

The incident has become a political issue in Pennsylvania's 10th Congressional District, where Stelson, the Democratic nominee, is challenging Republican Rep. Scott Perry. Stelson previously served as a television news anchor and is seeking another opportunity to unseat Perry after losing the 2024 election.

Stelson’s campaign released a statement regarding the matter, denying any association with the individual.

The case has also raised questions about the campaign's use of canvassers. Public reporting indicates Igbojekwe's court records list an Aurora, Colorado, address, even though he was canvassing in Pennsylvania for Stelson.

The Stelson campaign has faced criticism over the incident, while DHS has used the arrest to highlight the Trump administration's immigration enforcement efforts. The department has emphasized that ICE is continuing to target illegal immigrants who encounter the criminal justice system as part of its broader enforcement strategy.
