NATO's top military commander outlined a detailed strategy Monday to deter and defeat any Russian assault on alliance territory, drawing explicit lessons from the war in Ukraine.
Gen. Alexus Grynkewich, Supreme Allied Commander Europe, delivered the remarks at the Warsaw Security Forum. He described a "Theory of Victory" built on three phases: block an initial attack with ground forces supported by air, naval, cyber, and space assets; blunt any advance using sensors, autonomous systems, and low-cost drones; and, if necessary, break the enemy's warfighting system with precision munitions and unmanned platforms.
"If someone is foolish enough to attack us, we will fight," Grynkewich said. "We will, in short, ensure any attack against any ally proves utterly futile." The plan explicitly accounts for scenarios in which U.S. forces are committed elsewhere, reflecting ongoing U.S. strategic priorities in the Indo-Pacific.
The announcement comes amid rising hybrid threats from Russia, including airspace violations, sabotage, and cyberattacks targeting NATO's eastern flank. Officials have warned that Moscow could test the alliance with limited provocations before the end of the decade.
The strategy incorporates inexpensive drones, AI-assisted targeting, and rapid strikes—capabilities proven effective in Ukraine's defense against Russian forces. NATO leaders have stressed that the approach aims to make aggression against any member state prohibitively costly.
European allies have increased their own defense spending and coordination in recent years, partly in response to shifting U.S. commitments. The new plan underscores the alliance's emphasis on integrated, high-tech deterrence without relying solely on American troop presence.
Grynkewich noted that the blueprint was developed with input from all 32 member nations and is intended to send a clear deterrent message to the Kremlin. Implementation will depend on sustained investment in forces, infrastructure, and interoperability across the alliance.
