President Donald Trump doubled down Thursday on his proposal to issue a $5,000 “Trump dividend” to every adult U.S. citizen if Republicans win both the House and Senate in the November midterm elections.

“If we win the midterms, we will provide a Trump dividend, $5,000 for every adult citizen in our country,” Trump said. “We can do that because our country has never done better.”

Trump first announced the proposal during his speech at the Republican midterm convention in Dallas on Wednesday night. He described the payment as a dividend tied to the country’s economic performance and said the money would have to be spent in the United States.

President Trump has not provided a detailed plan for how the payments would be funded or distributed. Vice President JD Vance later suggested that tariff revenue could be used to finance the payments and said wealthier Americans may not qualify.

The proposal would carry a substantial price tag. Estimates put the cost at roughly $1.2 trillion if about 240 million adult citizens received the full $5,000 payment, although the total could vary depending on eligibility requirements. The proposal would also require congressional approval before payments could be issued.

Trump has framed the dividend as a way for Americans to share in the economic gains he says have resulted from his administration’s policies. The proposal is separate from the $1,776 “warrior dividend” payments previously provided to military members and from an earlier $2,000 tariff-dividend proposal that was never implemented.

For now, the $5,000 payment remains a proposal tied to the outcome of the November election, with the funding mechanism, eligibility rules, and congressional path still to be determined.
