The Department of Justice unsealed charges Tuesday against five individuals alleged to work for Russian intelligence services in a global network conducting surveillance, recruitment, and targeted killings, including plots inside the United States.

The indictment, filed in the Southern District of New York, names Russian nationals Yuri Khrameev, 63, described as a former colonel in Russian intelligence services, and his son Kirill Khrameev, 27, identified as an FSB officer. It also charges Cuban nationals Oemis Romagoza Durruthy, 35, and Yaidel Delgado Suarez, 35, along with Venezuelan national Angel Eduardo Castro, 22. All five face conspiracy to finance terrorism charges, while Khrameev, Suarez, and Castro additionally face conspiracy to commit murder for hire.

Prosecutors said the network, referred to as the RIS Network, has operated since at least 2024 to track and surveil Russian dissidents in the United States and Europe while also commissioning attacks on civilian and military infrastructure in European countries aligned with Ukraine. The defendants remain at large.

According to the indictment, the group recruited individuals in the United States this summer to surveil a prominent Russian dissident believed to reside in the Washington, D.C., area. One recruit received payments for taking photos and videos of locations linked to the target and was offered $40,000 to eliminate or make the person disappear. The recruit reportedly declined the killing portion of the request.

In a separate alleged scheme last year, Yuri Khrameev offered $25,000 to a U.S. citizen to track and kill a target in Lithuania’s capital described as “telling lies about Russia.” The network also allegedly coordinated operations in Prague and Lithuania.

Attorney General Todd Blanche highlighted the case during a news conference, noting efforts to target a dissident in the U.S. capital region. U.S. Attorney Jamie McDonald stated that the department would not tolerate such activities commissioned by state actors that touch American soil.

The charges underscore ongoing concerns over foreign intelligence operations on U.S. territory amid heightened tensions with Russia over its actions in Ukraine and beyond. The FBI indicated it had disrupted aspects of the alleged plots.
