Three former Savannah Police Department officers and one former civilian employee were arrested Friday by the Georgia Bureau of Investigation for allegedly misusing the agency's Flock Safety license plate reader system.

The GBI charged Marquis Dillard, 48, of Savannah; Donald Phillips, 23, of Fleming; and Matthew Rich, 39, of Savannah, each with two counts of misuse of a license plate reader system and one count of violation of oath of office. Calandic Thomas, 34, of Pooler, a former Community Service Specialist, was charged with two counts of misuse of a license plate reader system.

Authorities said the arrests followed an internal audit by the Savannah Police Department that identified searches conducted for non-law enforcement purposes. All four individuals were former employees at the time of the offenses. The department had previously placed six employees on administrative leave after the audit flagged potential misuse involving four officers and two civilian staff members.

GBI officials emphasized that every search in the Flock system is logged with user details, date, time, and purpose. The investigation highlights accountability measures within the department after concerns were raised about improper access to the technology.
