Colombia has formally broken diplomatic relations with Iran and declared the Islamic Revolutionary Guard Corps, or IRGC, a terrorist organization as the government of President Abelardo de la Espriella takes a harder line on national and hemispheric security.

The Colombian Foreign Ministry announced Thursday that diplomatic relations with Tehran. The government said the decision was based in part on alleged connections between Iran and international terrorist and narcoterrorist groups that Colombia considers threats to its security. Colombian officials did not identify the specific groups or detail the alleged links.

Bogotá separately designated the IRGC as a terrorist organization, describing the Iranian military force as a serious threat to international peace and security. Colombia accused the group of repressing Iranians and conducting covert operations outside Iran. The government also said it would strengthen border and security measures to prevent people associated with the IRGC from entering Colombian territory.

Colombia cited several additional concerns in its decision to cut diplomatic ties, including what it described as documented human rights violations inside Iran, attacks against countries outside the Middle East conflict, the blockade of the Strait of Hormuz and Iranian obstruction of International Atomic Energy Agency efforts to verify the scope of Tehran’s nuclear program. The Colombian government said those developments had eroded its confidence in Iran.

The diplomatic break does not end consular relations between the two countries. Colombia said consular ties will remain in place under the Vienna conventions governing diplomatic and consular relations, while its Foreign Ministry works with Iranian authorities on the procedures resulting from the decision.

The move also comes as Bogotá has strengthened its ties with Israel and the United States. Colombian media reported that the government has been moving away from the foreign-policy approach of former President Gustavo Petro, including by rebuilding relations with Israel while Washington and Israel are engaged in an ongoing conflict with Iran.

Colombia’s designation of the IRGC places it among a growing group of governments that classify the Iranian organization as terrorist, according to the Colombian Foreign Ministry, which cited designations or classifications by the European Union, countries in North America, the Middle East, Latin America and Oceania.
