President Donald Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 into law today, strengthening sanctions on Russia and extending measures against Iran.

The legislation targets Russia's energy and defense industries along with its shadow fleet of tankers used to evade prior restrictions. It aims to deprive Moscow of revenue supporting its war against Ukraine.

The bill authorizes the president to impose tariffs of up to 100 percent on the top five importers of Russian oil or natural gas. China and India, the largest purchasers, face the greatest potential impact, though exceptions apply for countries importing less than 15 percent of their natural gas from Russia and actively reducing dependence.

It also imposes sanctions on Russian President Vladimir Putin, senior officials, oligarchs, banks, and financial institutions. The measure extends the Iran Sanctions Act through 2031, focusing on Iran's energy and weapons sectors.

The House passed the bill Wednesday in a 262-159 vote, and the Senate approved it 86-11 last month. Some Democrats raised concerns about expanded presidential tariff authority.

The act honors the late Sen. Lindsey Graham, a longtime Russia hawk who died in July after championing the legislation. It passed with bipartisan support despite the concerns over implementation details.

White House statements noted the law will help pressure Russia toward ending its invasion of Ukraine while maintaining restrictions on Iran.
