US Treasury Secretary Scott Bessent and Chinese Vice Premier He Lifeng will meet Sunday in New York to discuss tariffs, artificial intelligence, rare earth minerals, and other economic issues. US Trade Representative Jamieson Greer will also participate in the talks.

The meetings come ahead of a planned summit between President Donald Trump and Chinese President Xi Jinping on September 24 in Washington. The New York sessions aim to lay groundwork for that encounter and address a tariff truce set to expire November 10.

Bessent and He last met in person near Seoul four months ago. The current round follows agreements reached during Trump's May visit to Beijing, including the establishment of trade and investment councils.

Topics expected on the agenda include maintaining stability in bilateral trade, agricultural exports such as soybeans, technology cooperation, and AI governance. US officials have emphasized the need for balanced trade and monitoring of prior commitments to benefit American farmers, manufacturers, and workers.

Chinese officials have highlighted discussions on tariff reductions covering roughly $30 billion in products from each side. Energy issues tied to disruptions from the Iran conflict and controls on fentanyl precursors also figure in preparations.

The talks reflect ongoing efforts to manage differences while advancing areas of mutual interest in the world's two largest economies. Greer stated that the administration will continue pursuing balanced trade by optimizing non-sensitive goods and improving market access.

He Lifeng leads a Chinese delegation visiting the United States from September 19 to 23 for these consultations. Working-level meetings may continue into Monday.
