Ukrainian President Volodymyr Zelenskyy said Tuesday that Kyiv is prepared for a bilateral energy ceasefire with Russia if Moscow agrees to stop targeting Ukraine's power grid, heating systems, and water supplies.

Zelenskyy made the remarks after a 40-minute meeting with President Donald Trump on the sidelines of the United Nations General Assembly in New York. He stressed that any arrangement must be mutual and rejected any suggestion of a unilateral Ukrainian halt to strikes on Russian oil refineries.

"We are ready for energy ceasefire," Zelenskyy told reporters. "If they don’t want us to attack their diesel and refineries, and etc, we are ready – if they will not attack our energy system, our electricity, heating system, water supplies."

Trump raised concerns about Ukrainian drone attacks on Russian refineries before the meeting, noting their impact on global diesel prices. The president said the strikes represent a serious hit on Russia and on fuel costs.

The proposal comes amid intensified aerial exchanges between the two sides ahead of winter. Both nations have struck energy infrastructure, raising fears in Ukraine of severe shortages in heating and electricity.

Zelenskyy indicated the United States would convey the offer to Moscow. He expressed openness to any format of the energy truce but noted uncertainty about Russia's position.

The Ukrainian leader also reiterated his readiness for a trilateral meeting with Trump and Russian President Vladimir Putin to discuss ending the war. He said Trump wants to conclude the conflict and could play a key role in bringing parties together.

Discussions also covered air defense needs, including Patriot systems, and broader steps toward de-escalation. Trump has previously highlighted the need to address rising energy prices tied to the conflict.

Russia has not publicly responded to the proposal as of Wednesday morning.
