An illegal immigrant from Guinea faces serious charges in Montgomery County, Maryland, after allegedly raping and kidnapping a 17-year-old girl during an Empower rideshare trip.

Abdoulaye Dia, 36, was arrested on September 16 by the Montgomery County Police Repeat Offenders Unit. He is charged with first-degree rape, kidnapping, second-degree assault, and third-degree sex offense. Police said the assault occurred on September 15 when Dia drove the underage victim to a Silver Spring parking lot instead of her destination.

The victim reported the incident at a local hospital the following day. Detectives identified Dia through the rideshare app and are seeking additional victims due to the circumstances of the case.

Department of Homeland Security records show Dia entered the United States illegally and was encountered by Border Patrol agents near Lukeville, Arizona, in December 2023. Under Biden Administration policies, he was not deported and released into the country.

Dia has a prior police encounter in New York. On June 10, 2026, he was arrested in New York City and charged with sexual abuse by forcible compulsion, forcible touching of intimate parts, acting in a manner to injure a child under 17, and sexual abuse without consent.

Dia remains held without bond in Maryland. The case underscores repeated encounters with law enforcement involving individuals released after an initial border apprehension and then later committing heinous acts.

The investigation is ongoing and Montgomery County police encourage anyone with information or who believes they may be a victim to contact the Special Victims Investigations Division.
